Vision
To be in the lead of the field of locally, regionally, and international studying and controlling epidemics' to play an effective role impacting the public health and safety in the Shaballe Zone and one of the wing of Somali regional health bureau Public health emergency management ; and to remarkably contribute to the science and practices of the applied epidemiology.
Mission
  • The Godey PHEOC wish to possess scientific and practical efficiency on epidemiology, high ethical standards, and the leadership traits enabling us to tend to our community, and the constructive critical thinking; in order to enhance research and improvement on the public health field.    
  • Training the public health workers with the aim of meeting the Zonal  regional epidemiological surveillance ,injury prevention, the infectious and non-infectious diseases, epidemic spreading and the healthcare-related infection; and other national and international important public health problems.
  • Conducting studies on health-related issues and publishing their findings, and submitting them to the concerned bodies to benefit from them. 
  • Collaborating and communicating with the local Regional National and international bodies and institutions; with the aim of boosting up knowledge and exchanging expertise. 

OBJECTIVES

  • Advancing the level of the health services on the field of epidemic studying and controlling which the Ministry of Health (MOH) provides in the Somali Region  different regions, and become the competent field base site in the Somali region 
  • To markedly reduce mortality and morbidity due to epidemics and other PHEs and minimize associated social and economic crisis in Shaballe Zone.
  • and one of supporting wing Somali Regional Health Bureau Public Emergency Management working at Regional Level

Target:

  • Training and giving refreshment training for Phem officers and Surveillance officers in the 11 woreda  annually for obtaining a commutant staff on the public health, epidemiology department.
  • Drawing on the local and Regional and National expertise in terms of training consultation and coaching
  • Providing the latest scientific an update on any International public emergency concerns about the latest update
  • Releasing the quarterly epidemiology bulletin with the aim of assisting Regional PHEM and EPHI and decision makers to obtain information on the health problems in the Shaballe Zone, related to the epidemiological detection for diseases
  • contributing in Issuing the guidelines and the national plans for addressing the top-prioritized health problems

Public health emergencies arising from public health threats continue to be a major concern in Member States of the WHO African Region. Member States need to have functional public health Emergency Operations Centers (EOCs) to fulfill the International Health Regulations (IHR) obligations. EOCs play critical roles in helping Member States prepare for and respond to public health emergencies.

A Public Health EOC (PHEOC) serves as a hub for coordinating the preparation for, response to, and recovery from public health emergencies. The preparation includes planning, such as risk and resource mapping, development of plans and procedures, and training and exercising. The response includes all activities related to investigation, response and recovery. The PHEOC also serves as a hub for coordinating resources and information to support response actions during a public health emergency and enhances communication and collaboration among relevant stakeholders.

Population: Based on 2012 (EFY) figures from the Central Statistical Agency (CSA) of Ethiopia, the Somali Region has an estimated total population of 6,202,770 consisting of 2,621,430 men and 2,092,189 women. 86.1% of the population is estimated to be rural inhabitants, while 13.9% are urban dwellers (CSA 2017).
